Adm. Thad Allen, commandant of the Coast Guard, said he has tried to make the Coast Guard into a flexible organization that adapts to its environment.

“I’m trying to create a new form of organization … that can continue to change and evolve,” says Allen, the Coast Guard commandant. “Modernization is only the work list we have right now.”
